OMG!! How Intelligence Operatives Allegedly Posed as Road Construction Workers to Monitor Anita Among’s Nakasero Residence

KAMPALA — Security and intelligence operatives reportedly conducted a covert surveillance operation targeting the Nakasero residence of former Speaker of Parliament Anita Annet Among, with agents allegedly disguising themselves as road construction workers in what sources describe as a months-long intelligence mission.

According to individuals familiar with the operation, the surveillance scheme was carefully concealed behind what appeared to be an ordinary roadworks project along routes surrounding Among’s upscale residence in Kampala’s Nakasero area. The works, sources claim, were intentionally stretched over an extended period to avoid attracting suspicion from residents and visitors.

People living in the area reportedly became accustomed to seeing construction crews operating mostly during evening hours, with machinery, barricades and workers frequently stationed near the residence. At the time, the activity was widely perceived as part of routine infrastructure maintenance in one of Kampala’s busiest high-security neighborhoods.

However, sources now allege that several of the so-called road workers were in fact intelligence operatives deployed to secretly monitor movements linked to the former Speaker.

The operatives are said to have focused particularly on late-night meetings allegedly involving influential political figures, businessmen and individuals believed to have links to sensitive financial and government dealings.

According to sources briefed on the matter, the surveillance team reportedly documented vehicle movements entering and exiting the compound, recording registration numbers and, where possible, identifying occupants. The intelligence-gathering mission is believed to have formed part of broader investigations into networks and activities connected to Among amid mounting scrutiny surrounding her political and financial affairs.

Sources further allege that the covert operation remained undisclosed for months before details reportedly leaked to unknown individuals, triggering panic within sections of the security establishment.

In a dramatic development connected to the alleged operation, a security officer is said to have opened fire on a woman suspected of leaking information about the surveillance activities.

The incident occurred in late April 2026 near Among’s Nakasero residence when a female motorist driving a Toyota Harrier was reportedly shot and injured along Mackinnon Road at around midday.

Authorities later confirmed the shooting incident, although official accounts surrounding the circumstances appeared limited.

Kampala Metropolitan Police spokesperson Racheal Kawala said investigations were immediately launched after the shooting to establish what triggered the use of force.

Police later stated that the woman allegedly failed to stop after being instructed by security personnel who were reportedly attempting to clear the road for a convoy linked to the Speaker.

She was subsequently evacuated from the scene and taken to a medical facility as investigators sought to establish her identity and determine the severity of her injuries.

Officials also confirmed that the officer involved in the shooting was taken into custody pending investigations into whether the actions taken complied with established security procedures or constituted excessive use of force.

The incident reignited public debate over the conduct of armed escorts and elite security units attached to senior government officials, particularly in high-security areas of Kampala.

Meanwhile, reports surrounding searches conducted at properties linked to Among have continued to fuel speculation and political intrigue. Sources claim that investigators allegedly recovered large sums of cash amounting to billions of shillings during operations at one of her residences. Alleged witchcraft-related items were also reportedly recovered, although authorities have not publicly released an official inventory confirming the claims.

At the same time, political insiders claim Among’s political future may have taken an unexpected turn after reports emerged suggesting she could be appointed to another senior government position, a development some observers believe could ease pressure arising from corruption-related scrutiny and reduce the likelihood of possible prosecution.

Hours after the reported developments, sources further claimed that a Rolls-Royce vehicle associated with Among was allegedly taken away by security personnel, adding another layer of mystery to the unfolding saga.

Separately, fresh tensions are also emerging within Parliament’s top leadership races. Sources allege that Deputy Speaker Thomas Tayebwa has been instructed to issue a statement announcing his withdrawal from the deputy speaker contest following reported pressure linked to comments and political positioning associated with Muhoozi Kainerugaba.
