All the Right Qualities: Why Shamim Nambasa Fits The Kampala Deputy Lord Mayor Role

As political maneuvering intensifies within the National Unity Platform (NUP), the race for Kampala’s Deputy Lord Mayor position is increasingly drawing attention. Among the contenders, Dr. Shamim Nambasa is steadily emerging as the most compelling choice, combining youth, education, and political promise in a way that sets her apart from her rivals.

The debate surrounding the appointment has been shaped in part by the influence of NUP leader Robert Kyagulanyi Ssentamu, who is reportedly keen on seeing a Muslim woman deputize incoming Lord Mayor Ronald Balimwezo. This consideration is said to align with broader efforts to maintain strategic relationships, including with Kassim Nakibinge, the Kibuli-based titular head of the Muslim community, who has been vocal on national issues affecting opposition supporters.

Within this context, three female Muslim candidates have been under consideration: Nusfa Nakato, Faridah Nakabugo, and Dr. Nambasa. While each brings experience to the table, analysts and party insiders suggest that Nambasa holds a distinct edge.

A newly elected Lord Councillor representing Kawempe South, Nambasa represents a new generation of leadership within NUP. Her academic credentials, including a medical degree from Makerere University’s College of Health Sciences, have strengthened her profile, particularly in a political environment where education and articulation are increasingly valued.

In contrast, her competitors—though experienced—face challenges that may limit their appeal. Nusfa Nakato, widow of former Kampala political figure Nasser Ssebaggala, is viewed by some within party circles as lacking the sophistication required for the demanding role. Faridah Nakabugo, a long-serving councillor, has built a reputation for being combative, a trait that some fear could complicate working relations within City Hall.

Political dynamics within the Kampala Capital City Authority (KCCA) further underscore the need for a strategic appointment. With NUP holding 19 councillor positions against the ruling National Resistance Movement (NRM)’s 17, the margin is slim. This balance means that Balimwezo will need a deputy capable of fostering cooperation across political divides to avoid governance gridlock or potential impeachment challenges similar to those faced by former Lord Mayor Erias Lukwago.

Observers argue that Nambasa’s temperament positions her well for such a role. Unlike some of her counterparts, she is seen as measured and non-confrontational—qualities that could prove essential in navigating Kampala’s complex political landscape. Her relatively young political career may also work to her advantage, as she is expected to act cautiously and avoid controversies that could derail both her ambitions and the administration’s agenda.

Another key factor is regional political strategy. Kawempe Division, long considered a stronghold of Lukwago, delivered an unexpected victory for Balimwezo. Appointing a deputy from the area is widely seen as a way to consolidate support and reward voters. In this regard, Nambasa’s connection to Kawempe strengthens her candidacy significantly.

Additionally, she has reportedly garnered endorsements from influential Muslim groups, further boosting her standing within the party’s internal selection process. These endorsements reflect a perception of Nambasa as a forward-looking leader, in contrast to competitors viewed as approaching the twilight of their political careers.

As NUP continues its internal consultations, the decision over who becomes Deputy Lord Mayor will likely reflect both political pragmatism and long-term strategic thinking. Based on current dynamics, Dr. Shamim Nambasa appears well-positioned to meet both criteria, making her the frontrunner for the role.
