Uganda’s Ministry of Foreign Affairs has announced the death of Ambassador Santa Laker Kinyera, who was serving as Uganda’s Deputy High Commissioner to Rwanda at the time of her passing.

In a statement issued on Tuesday, the ministry said Ambassador Kinyera died earlier in the morning at Mulago Specialized National Referral Hospital in Kampala. The announcement was met with an outpouring of grief from colleagues, government officials and members of the diplomatic community.

“It is with profound shock and sorrow that the Ministry of Foreign Affairs announces the passing of our dear colleague Amb. Santa Laker Kinyera,” the statement read, describing her as a dedicated public servant who served Uganda with distinction for more than three decades.

Ambassador Kinyera joined the Ministry of Foreign Affairs in 1994 as a career diplomat. Over the years, she rose steadily through the ranks, earning a reputation for professionalism, discipline and commitment to advancing Uganda’s interests abroad. Her career spanned a transformative period in East African diplomacy, during which regional integration efforts and shifting political dynamics required careful negotiation and sustained engagement.

At the time of her death, she was serving in Kigali as Uganda’s Deputy High Commissioner, a senior diplomatic posting that placed her at the heart of relations between Kampala and Kigali. Her tenure coincided with renewed efforts by both governments to rebuild and strengthen bilateral ties following years of intermittent tensions that had strained cross-border movement and trade.

As part of the Ugandan diplomatic team in Rwanda, Ambassador Kinyera played a supporting role in advancing dialogue and cooperation in key areas including trade, security collaboration and regional stability. Her work contributed to ongoing initiatives aimed at restoring trust and enhancing cross-border engagement between the two neighboring states.

Colleagues within the ministry described her as a seasoned diplomat who approached her assignments with diligence and integrity. Many noted her mentorship of younger officers entering the foreign service, crediting her with helping to shape a new generation of Ugandan diplomats.

The Ministry of Foreign Affairs did not disclose the cause of death. It said further details regarding funeral arrangements would be announced in due course.
