Beyond ‘Good Legs’: RDC Nalubega Brags Being Minister Sam Mayanja’s ‘Sweet Bed Cake’ as She Tramples Land Justice in Kayunga

KAYUNGA, UGANDA – The Uganda Police Force is facing intense scrutiny following a damning petition to the Inspector General of Police (IGP), accusing officers in Kayunga District of unlawfully releasing suspects from court custody under highly suspicious circumstances.

These allegations come amidst growing whispers and concerns that the actions of Kayunga Resident District Commissioner (RDC) Mariam Nalubega are heavily influenced by an alleged close, personal relationship with Lands Minister Sam Mayanja, with sources claiming she acts as his “side chic.”

Adding fuel to these rumors, it’s widely recalled that just a few months ago, in a lands meeting held in Kayunga, Minister Sam Mayanja publicly praised Mariam Nalubega, specifically commending her “good legs, hips, and body.” This highly unusual and unprofessional public remark by a minister about an RDC has only intensified speculation about the nature of their relationship and its potential impact on governance in the district.

The current controversy stems from a petition dated June 25, 2025, filed by Peninnah Awori Mulindwa. Mulindwa accuses Kayunga police officers of actively shielding suspects who were caught red-handed on June 24 demolishing her orphanage premises, including an administration block and perimeter wall. The incident, registered as CRB 660/2025, had its file sanctioned by the Resident State Attorney, and among the suspects was Mr. Sekanza Samwiri, the LCI Chairperson of Butala Buna Village.

“These suspects were apprehended at the scene, statements were recorded, and the file was sanctioned. However, after being taken to the court holding cells, police officers illegally removed them and returned them to CPS Kayunga,” Mulindwa’s petition states, detailing what she describes as a blatant obstruction of justice.

In an exclusive revelation, a senior police officer at Kayunga, speaking anonymously, disclosed that officers were compelled to act under unlawful directives from Kayunga RDC Mariam Nalubega. The officer painted a picture of an RDC operating with unchecked authority.

“She abused everyone here including the OC CID and the Investigating Officer, threatening that she would make us lose our jobs. She claimed we were mistreating her relatives,” the officer alleged, highlighting the intense pressure and intimidation tactics allegedly employed by Nalubega.

According to the source, Nalubega’s alleged interference didn’t stop at the police station. She reportedly stormed the office of the Resident State Attorney and subsequently the Chief Magistrate’s chambers, allegedly intimidating judicial officers in a determined bid to secure the suspects’ release.

“Our RDC does not understand her boundaries or the principles of public administration. She behaves as though she’s above the law,” the anonymous officer added, expressing deep frustration with Nalubega’s conduct.

Nalubega, a native of Kayunga District, is also said to frequently boast that she is untouchable due to her lineage. Her late father, Major Ahmed Sseguywa, was a renowned NRA historical who fought alongside President Yoweri Museveni during the 1980s liberation war. This background, coupled with her alleged close ties to Minister Mayanja, appears to be her perceived shield.

“She keeps reminding everyone that her father was in the bush with the president, and that no one can touch her,” a local source confided, illustrating Nalubega’s alleged use of her family’s historical influence to assert authority.

This same source further revealed that Nalubega harbors political ambitions and had initially considered contesting for Kayunga Woman MP in the last general election, suggesting her current actions might also be a play for “cheap popularity” ahead of 2030.

The shocking events have stirred outrage among rights activists and members of the public, who now openly question the impartiality of law enforcement in cases that appear to be politically or personally influenced. It is reported that Nalubega and Mulindwa have been embroiled in a simmering dispute over the contested land for the last four months, with the RDC allegedly using media platforms to publicly counter Mulindwa’s claims, further suggesting a personal vendetta.

Mulindwa is now demanding that the IGP launch a full investigation into what she describes as an obstruction of justice and a betrayal of public trust by those entrusted with upholding the law. While the Uganda Police Force had not issued an official comment by press time, legal experts warn that such interference, if proven, could amount to abuse of office and a severe violation of due process.

This case powerfully underscores growing concerns over the politicization of security forces and judicial processes, particularly in rural districts where local leaders sometimes wield undue and inappropriate influence over investigations, allegedly fueled by personal connections and perceived impunity.
