Microfinance Support Centre Unveils 5-Year Plan to Boost Financial Inclusion and Job Creation
The Microfinance Support Centre (MSC) has launched its Strategic Plan for 2025/26–2029/30, designed to expand financial inclusion, create jobs, and promote grassroots wealth generation. The launch, held at Four Points by Sheraton in Kampala, was attended by the Minister of Finance, Planning and Economic Development, Hon. Matia Kasaija, who commended MSC’s efforts in empowering Ugandans.
The five-year plan, themed “Affordable Microfinance Services for Wealth and Job Creation,” targets 8 million beneficiaries, 1.2 million jobs, and the transition of 2,824 Emyooga SACCOs from grants to credit by 2030. Kasaija noted MSC’s provision of affordable financing at 8% interest with minimal fees, which has enabled thousands previously excluded from the formal economy to start and grow businesses.
MSC Deputy Executive Director Hellen Petronilla Masika outlined four strategic pillars: expanding access to affordable credit, promoting enterprise development and job creation, strengthening institutional sustainability and governance, and leveraging technology and innovation. The Centre has already supported over 9,000 financial institutions and reached 7.6 million beneficiaries through initiatives such as Emyooga and Islamic Finance.
Government officials reaffirmed their support for MSC, emphasizing accountability, sustainability, and community-level entrepreneurship. MSC Board Chairperson Dr. Aliba Kiiza described the plan as a “fundamental shift” in Uganda’s microfinance sector, while Executive Director John Peter Mujuni highlighted the goal of transforming community cooperatives into lenders and reducing reliance on foreign borrowing.
By 2030, MSC aims to strengthen 9,000 client institutions, expand digital financial services, promote climate-smart financing, and ensure inclusive growth that empowers youth, women, and persons with disabilities.
