KCCA ED in panic as Makerere Lord Councillor demands jobs audit at City Hall

There is unprecedented panic at the Kampala Capital City Authority after the newly inaugurated Makerere Lord Councillor Baguma Amon Bagonza famously known as ‘DPC’ has penned down a daring letter to the Executive Director Sharifah Buzeki calling for a forensic audit of the jobs at City Hall.

In the letter which is dated June 11, 2026, Hon. Bagonza says he writes in the spirit of ‘transparency and accountability’ as he asks for a full list of employees enrolled at City Hall and siphoning taxpayers’ money as payroll.

Hon. Bagonza adds that the production of the full list of KCCA employees will procedurally guide his debate on the issue of ghost workers at City Hall. It should be noted that related questions have been raised at the Anita Among led Parliament which according to multiple reports and investigations by the IGG has been paying people fraudulently and operated under a bloated wage bill.

A related scheme has been reported at KCCA which is said to be hosting ghost workers who are literally being paid for doing nothing.

“Making the KCCA employees list public will also lead to improved service delivery as people will know which office to approach in case they need help,” Hon. Bagonza argues in his letter addressed to the Office of the Executive Director Kampala Capital City Authority.

By the time of filing this report, our efforts to reach out to the ED Ms. Sharifah Buzeki for a comment turned out fruitless as those close to her said “we are still analyzing the letter and the concerns raised therein shall at an appropriate time be addressed and the public shall be guided on the way forward.”
