Another Corruption Scandal Allegations! UPDF Medical Workers’ Salary Increments Released But Still Unpaid

Medical officers in the Uganda People’s Defence Forces (UPDF) have expressed serious concern over delayed salary increments, raising allegations of possible corruption within the Ministry of Defense and UPDF structures. Although funds for pay adjustments were released, officers say they have not received their increases, while counterparts in the police, prisons, local government, and civilian health sectors were paid on time.

The frustration is not new. During the 2018–2019 budget, salary increments for medical staff were approved, but UPDF medics had to wait nine months for payment. Action was only taken after personally reporting the delay to the Anti-Corruption Unit at State House—then led by Edith Nakalema—after which the funds were finally released.

Now, history appears to be repeating itself. Under the 2021–2022 budget, salary increments were released for scientists and other medical personnel, yet UPDF medical staff remain unpaid. Officers describe this delay as a “corruption scandal,” accusing the Ministry of Defense and UPDF of withholding funds meant for their personnel.

The medics report that they have followed all official channels, including complaints to the Anti-Corruption Unit. Some officers claim they have faced intimidation and threats of arrest when raising the issue. They stress that their dedication and sacrifices—often in high-risk combat and operational situations—deserve immediate recognition and fair treatment.

Beyond salary delays, officers are concerned about postponed issuance of professional practicing licenses, which are vital for performing their duties effectively. Previous interventions, such as those under Nakalema, produced results, but recent efforts have had little effect.

UPDF medical personnel are now appealing directly to the Chief of Defence Forces (CDF) and the Permanent Secretary of the Ministry of Defense. They demand prompt payment of arrears, implementation of approved increments, and recognition of their equal status among Uganda’s medical professionals.

Their appeal underscores the urgent need for accountability, transparency, and fairness, highlighting the sacrifices of frontline military health workers who continue serving under difficult and high-risk conditions.
