Are They Dead Or Alive? Parliament Demands Answers Over Arrest Of Gen. Peter Elwelu And Other Senior Generals
On Tuesday, November 3, 2026, Speaker of Parliament Jacob Oboth-Oboth directly challenged Internal Affairs Minister Ephraim Kamuntu, demanding to know what exactly was happening in the country.
The interrogation followed heavy concern from Members of Parliament regarding the high-profile arrest of retired Lieutenant General Peter Elwelu (the former Deputy Chief of Defence Forces), alongside several other senior military generals including Major General Abel Kandiho and Brigadier General Charles Bakahumura.
Opposition Chief Whip Paul Mwiru initially raised concerns over unexplained arrests and human rights violations. Speaker Oboth-Oboth then turned to Minister Kamuntu, who assured Parliament that his official security brief was ready and he was prepared to address the nation as soon as he was allocated a slot on the order paper.
While demanding answers from the Internal Affairs Minister, Speaker Oboth-Oboth later cautioned the House and blocked a wider open plenary debate on the detained UPDF generals, maintaining that strictly operational military matters fall under a distinct legal framework and are traditionally not debated on the open floor of Parliament.
