FAKE & FORGED DEGREES!! Education Ministry Accountant Remanded Over Forged UNEB & University Papers

Samuel Wampero, an accountant with Uganda’s Ministry of Education, has been remanded to Luzira Prison after being charged with using forged academic documents to fraudulently secure and advance his position in the public service.

Wampero appeared before the Buganda Road Chief Magistrate’s Court, where he was charged with forgery and uttering false documents. The court ordered his remand until April 22, 2025, as investigations continue.

According to prosecutors, Wampero presented fake Uganda Certificate of Education (UCE) and Uganda Advanced Certificate of Education (UACE) documents allegedly issued by the Uganda National Examinations Board (UNEB), along with counterfeit transcripts from Makerere University Business School and Kyambogo University.

He allegedly submitted these forged credentials to the Education Service Commission in 2004 when applying for a position under the Ministry of Education and Sports. Based on the documents, Wampero was appointed Senior Accounts Assistant at Nakawa Vocational Institute.

Between 2021 and 2022, he reportedly submitted additional forged documents to facilitate a promotion, eventually securing a spot on the institute’s Governing Council and advancing to the position of College Accountant at Nakawa Vocational Training College.

The case is being jointly handled by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (DPP). Authorities stated that the prosecution forms part of broader efforts to ensure integrity in public service recruitment and advancement.

The Anti-Corruption Unit emphasized that civil service roles must be earned based on qualifications and merit, not deception, and warned that similar offenses would be met with strict legal consequences.

Wampero did not enter a plea, and the case is expected to resume after the Easter court recess. If convicted, he faces a prison sentence under Uganda’s Penal Code Act.
