FROM SPEAKER TO SUSPECT TO FREEDOM: The Untold Questions Behind Anita Among’s House Arrest and Sudden Release
KAMPALA — Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba has announced that former Speaker of Parliament Anita Annet Among is set to be released from house arrest, ending months of restrictions imposed on one of Uganda’s most powerful political figures.
In a Tuesday post on his official X account, Gen. Muhoozi said President Yoweri Museveni had personally instructed him to release Among, whom he referred to by her initials, “AAA.”
“Mzee has also instructed me to release AAA from house arrest. We shall do that as well,” Muhoozi wrote.

The announcement immediately raises fresh questions about the status of the investigations that have kept Among largely confined to her residence for more than three months.
It remains unclear whether the decision represents the end of the investigations, a temporary lifting of restrictions, or simply a political directive allowing the former Speaker to resume her movements while inquiries continue.
Among, the Bukedea District Woman MP and former Speaker of the 11th Parliament, was reportedly placed under house arrest after a major security operation at her Nakasero residence on May 16, 2026.
The operation reportedly involved multiple security agencies and was subsequently extended to other properties associated with the former Speaker in Kampala, Wakiso and elsewhere.
Investigators reportedly recovered cash in local and foreign currencies, vehicles, electronic devices, financial records, land documents and other materials during the searches. The items were expected to form part of investigations into allegations including corruption, abuse of office, illicit enrichment and possible financial impropriety.
However, months later, authorities have yet to publicly provide a comprehensive account of the evidence recovered, the precise allegations being pursued or whether any formal criminal charges will follow.
That information gap has become one of the most contentious aspects of the case.
A powerful political figure brought down from the top
Among’s fall from one of the most influential offices in the country has been dramatic.
As Speaker, she wielded enormous influence over parliamentary business and was considered one of the most politically powerful figures within President Museveni’s government.
Her troubles intensified shortly after she took the oath as a member of the 12th Parliament, with security agencies reportedly intensifying investigations into her wealth, financial dealings and conduct while serving as Speaker.
The security operation effectively changed her political trajectory.
Among later withdrew from the race for Speaker of the 12th Parliament, a development that removed her from the contest for one of the most influential constitutional offices in Uganda.
Since then, she has largely remained out of public view.
Her prolonged absence from Parliament attracted considerable attention, particularly because she was still an elected legislator. On August 4, she made her first virtual appearance in Parliament after an 83-day absence.
Parliament officials indicated that legislators are permitted to participate remotely under the House rules.
Why the release matters
Gen. Muhoozi’s announcement is significant not only because of Among’s political status but also because of the unusual manner in which her case has unfolded.
Rather than an ordinary judicial process publicly progressing from investigation to charge and trial, the former Speaker has spent months under restrictions while the public has received limited official information about the precise status of the case.
The latest directive from the CDF therefore creates another major question: **what happens to the investigations now?**
If Among is being released because investigators have completed their work, authorities may face pressure to explain whether she will be charged, cleared or subjected to another legal process.
If the investigations remain active, questions are likely to arise over why the restrictions are being lifted and whether the release comes with conditions.
There is also the unresolved question of property and money reportedly recovered during the searches.
Authorities have not publicly provided a detailed inventory explaining the ownership, legal status and evidentiary significance of the items reportedly seized.
Political pressure and appeals for Among
The former Speaker’s case has also attracted political intervention from leaders in the Teso sub-region, some of whom reportedly appealed to President Museveni to show leniency and allow Among greater freedom.
Those appeals added a political dimension to an already sensitive investigation involving a senior figure from the ruling establishment.
Gen. Muhoozi himself has also been a prominent voice in the controversy. His public criticism of Among preceded the security operation, making his latest announcement particularly significant.
The CDF’s declaration that he will personally oversee her release, following a directive from Museveni, underscores the extent to which the matter has moved beyond a routine administrative or parliamentary dispute.
It also raises broader questions about the expanding visibility of the military leadership in matters with major political implications.
For now, Among’s release could mark the beginning of a new chapter in the controversy rather than its conclusion.
Until investigators publicly clarify whether the case has been closed, whether charges are pending and what will happen to the property reportedly recovered during the raids, significant questions will remain hanging over the former Speaker.
What began as a security crackdown against one of Uganda’s most powerful political figures has now evolved into a test of transparency, accountability and the boundary between political authority, security operations and the criminal justice process.
For Among, freedom from house arrest may restore some of her political space. But unless the government explains what its investigators found — and what they intend to do with those findings — the biggest questions surrounding her dramatic fall from power are unlikely to disappear.
