Uganda’s Next Speaker? Thomas Tayebwa Gains Momentum Amid Power Struggles
As Uganda moves closer to the formation of its 12th Parliament, the race for Speaker is entering an increasingly fluid phase, with fresh speculation centering on Deputy Speaker Thomas Tayebwa.
For weeks, the contest has largely revolved around two declared contenders: incumbent Speaker Anita Among and Justice Minister Norbert Mao. Both have publicly declared their intentions, framing what initially appeared to be a clear-cut race. However, analysts and political observers now suggest the contest could take an unexpected turn, with the possibility of a late entrant reshaping the outcome.
Recent developments have drawn attention to Tayebwa’s growing political profile. On Sunday, April 26, 2026, he represented Chief of Defence Forces Muhoozi Kainerugaba at the MK Birthday Run in Kololo. The high-profile appearance, in place of the absent general, has been interpreted by some observers as a sign of trust and influence within key political circles.

Political analyst Timothy Kalyegira weighed in on the development, stating: “Four days ago, a Seer speculated about an unexpected horse ending up as Speaker. Today, the horse represented MK at the Kololo charity run.
Supposing Tayebwa is the M7 dynasty’s favourite for Speaker, while the others are just for symbolic ‘regional balancing’?”
Such remarks have added momentum to a broader narrative that the Speakership race may ultimately be shaped by endorsements from influential figures behind the scenes. Tayebwa’s perceived close ties to both Gen. Muhoozi and Education Minister Janet Museveni have further fueled this speculation.
Despite the growing attention, Tayebwa has consistently maintained that he intends to retain his position as Deputy Speaker. However, political insiders suggest that stance could change if key decision-makers rally behind him for the top role. In Uganda’s political landscape, last-minute shifts of this nature are not uncommon, particularly in high-stakes leadership contests.

With the swearing-in of the new Parliament only weeks away, the race for Speaker is expected to intensify. Analysts say negotiations and alliance-building are likely to accelerate, potentially altering the trajectory of the contest in its final stages.
While Anita Among and Norbert Mao remain the only officially declared candidates, the possibility of a late-game shake-up continues to draw attention. Whether Tayebwa emerges as a consensus candidate or remains in his current role could depend on decisions made within influential political circles in the days ahead.
As the countdown continues, the Speakership race remains open, with observers closely watching for any signs of a decisive shift that could redefine Uganda’s parliamentary leadership.
