Hon. Biara Emmanuel Wepukhulu Declares His Interest for Deputy Speaker In The 12th Parliament

Hon. Biara Emmanuel Wepukhulu, the Member of Parliament–elect for Bulambuli Constituency, has formally declared his intention to contest for the position of Deputy Speaker in Uganda’s 12th Parliament. His announcement follows his victory in the January 15, 2026 general elections, after which he expressed gratitude to the people of Bulambuli for entrusting him with their mandate.

In a message marked by appreciation and humility, Hon. Biara said his election represents more than a personal milestone, describing it as a triumph for hardworking families, young people, mothers, and elders who aspire to see Bulambuli and Uganda progress. He acknowledged the weight of responsibility placed upon him and pledged to honor the trust of his constituents.

The MP-elect revealed that his decision to pursue the Deputy Speaker position came after a meeting with Umukuka weBamasaba, His Highness Jude Mike Mudoma, in Lukhobo, Malukhu. During their discussion, the cultural leader encouraged him to consider aiming for the position of Speaker. However, following prayer, reflection, and consultations, Hon. Biara resolved to stand for Deputy Speaker instead.

He emphasized that his decision is rooted in a commitment to national service rather than personal ambition. Hon. Biara stated that he brings the qualifications, experience, and dedication necessary for the role, and promised to uphold integrity, courage, and compassion in leadership. He further pledged to promote fairness, unity, and dignity within Parliament if elected.
Hon. Biara said he carries with him the dreams of children, the aspirations of youth, and the blessings of elders.

He noted his understanding of the daily challenges faced by ordinary Ugandans and reaffirmed his commitment to representing their voices. According to him, effective leadership must listen, show care, and work toward peace and national unity.

As preparations for the 12th Parliament continue, Hon. Biara Emmanuel Wepukhulu’s declaration adds to the increasing political activity surrounding key leadership positions in the House. Supporters say his background, humility, and close connection to the people position him as a strong contender for Deputy Speaker.
