A New Beginning for Karamoja!! Karamoja Peace and Technology University Project Unveiled (KAPATU)
On November 23, 2025, the Karamoja region witnessed a historic event with the official unveiling of the Karamoja Peace and Technology University (KAPATU) in Kotido Municipality. The event, held in Losilang, brought together thousands of local residents, cultural leaders, and development partners, all gathered to celebrate the beginning of a transformative project for the region.
President Yoweri Museveni, who was unable to attend due to prior engagements, was represented by Prime Minister Emeritus Rt. Hon. Amama Mbabazi. Mbabazi delivered the President’s message, highlighting the significance of KAPATU for the future of Karamoja, a region long beset by insecurity and underdevelopment.
A Vision for Education, Peace, and Development
The ceremony, which began with a Holy Mass led by Archbishop Emeritus of Gulu, Rt. Rev. John Baptist Odama, emphasized the importance of the university in driving peace and development in Karamoja. Rt. Hon. Mbabazi, who also serves as the Chief International Fundraiser for the project, reassured the audience of the government’s full support for KAPATU.
Speaking on behalf of President Museveni, Mbabazi highlighted that KAPATU aligns with Uganda’s national development priorities. He emphasized that the university would play a key role in promoting peace, empowering the youth, and fostering socio-economic growth in the region. “Education is the foundation of peace and prosperity,” Mbabazi said. “Through KAPATU, we will equip the youth of Karamoja with the skills they need to build a peaceful and prosperous future.”
KAPATU: A Catalyst for Regional Transformation
KAPATU is envisioned as a comprehensive institution that goes beyond traditional education. Its mission is to integrate formal education with practical training in peacebuilding, technology, human rights, and community development. The university aims to equip Karamoja’s youth, women, former warriors, and other vulnerable groups with the tools they need to contribute to the region’s development and become self-reliant.
The university will address key issues facing the region, including unemployment, lack of economic opportunities, and the cycle of violence that has plagued Karamoja for years. By offering technical training, vocational courses, and peace education, KAPATU will provide much-needed alternatives to violence and conflict.
Rt. Hon. Mbabazi noted that Karamoja possesses vast untapped natural resources, including mineral deposits and livestock, and that KAPATU will prepare students to manage these resources in a sustainable and responsible manner. “Karamoja’s future is bright, and KAPATU will help unlock its full potential,” he said.
International Support and Financial Backing
The KAPATU project is the result of a collaborative effort between the Catholic Dioceses of Kotido and Moroto, the Catholic Lawyers Society International (CLASI), and the Ugandan government. The project was conceived in 2014 by CLASI, and its official launch in 2023 marked the beginning of its construction. In July 2023, President Museveni, represented by Vice President Maj. Jessica Rose Alupo, laid the foundation stone for the university.
With strong international backing, KAPATU has secured over USD 200 million in funding. One of the key initiatives tied to the university is the KAPATU ERUPE Presidential Initiative, a water project aimed at channeling water from Lake Bisina to Karamoja. This project will improve agricultural productivity and provide water to homesteads, kraals, and trading centers across the region, significantly enhancing the quality of life for local communities.
A Beacon of Hope for Karamoja
Kotido District Chairperson, Lote Paul, also spoke at the event, expressing his gratitude for the university and its potential to change the lives of people in Karamoja. He commended President Museveni for his visionary leadership in bringing KAPATU to life, describing it as a “beacon of hope” for a region that has faced years of challenges.
Lote emphasized that KAPATU will not only provide educational opportunities but will also play a crucial role in curbing cattle rustling and other forms of insecurity that have long affected the region. “This university is a powerful tool for peace and development,” he said. “It will empower our youth to rise above violence and help build a brighter future for Karamoja.”
The event also highlighted the critical role of international partners, including the Ethiopian government, in supporting the project’s success.
A Holistic Approach to Regional Development
KAPATU’s design is centered on addressing the unique challenges faced by Karamoja. The university will focus on not just academics, but also peacebuilding, health education, and community resilience. The aim is to produce graduates who are not only well-equipped with technical skills but are also capable of leading their communities towards lasting peace and development.
Experts believe that KAPATU will help address some of the root causes of conflict in the region, such as lack of education, limited economic opportunities, and cultural misunderstandings. The integration of peace education with practical skills training is expected to make a significant impact in reducing violence and promoting social cohesion.
Rev. Dr. Mugisha Kagume, the Deputy Executive Director of the National Council for Higher Education (NCHE), announced that KAPATU had formally applied for a Provisional License to begin offering academic programs. Dr. Kagume assured the audience that the NCHE had granted the university a Letter of Interim Authority in 2024, enabling it to move forward with infrastructure development and recruitment.
KAPATU’s Global Vision
KAPATU is not just a local initiative—it is a project with global aspirations. Rt. Hon. Mbabazi expressed confidence that the university will become a globally recognized center for peacebuilding, innovation, and education. “KAPATU’s mission is to serve as a model for peace and transformation, not only in Karamoja but across Africa and beyond,” he said.
With its official launch, KAPATU ushers in a new chapter for Karamoja. The university will provide the people of the region with the skills, opportunities, and resources they need to build a prosperous future. By combining education, technology, and peacebuilding, KAPATU is poised to become a key player in the transformation of Karamoja and the wider Ateker region.
