JUST IN!! Museveni Appoints Justice Aisha Naluzze as New IGG, Replacing Beti Kamya
In a major reshuffle aimed at reinvigorating Uganda’s anti-corruption drive, President Yoweri Kaguta Museveni has appointed Hon. Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG). She replaces Hon. Beti Olive Namisango Kamya, whose four-year term has officially come to an end.
The announcement, made public on Tuesday evening, signals a new direction for the Inspectorate of Government — one of the country’s most important institutions in the fight against corruption, abuse of office, and promotion of public sector integrity.
According to Hajji Faruk Kirunda, the Deputy Presidential Press Secretary, the President made the appointment in line with the powers granted to him under the Constitution of the Republic of Uganda. He confirmed that the names of the appointees, including Justice Naluzze, have been formally submitted to Parliament for vetting as required by law.
“The President has appointed Hon. Justice Aisha Naluzze Batala as the new IGG, and the names have been forwarded to Parliament for approval,” Kirunda stated, congratulating the incoming IGG on her nomination.

Continuity Amid Change
While the top leadership has changed, there will be continuity within the institution. The two deputies to the IGG — Dr. Patricia Achan Okiria and Anne Twinomugisha Muhairwe — have been retained in their current positions. Both have been instrumental in steering several initiatives within the Inspectorate and are expected to offer stability and institutional memory as Justice Naluzze transitions into her new role.
Justice Naluzze: A Judicial Mind for a Watchdog Role
Before her appointment, Justice Naluzze served on the High Court bench, where she earned a reputation for being diligent, balanced, and highly principled. Her legal background is expected to bring a deeper judicial perspective to the office of the IGG, particularly in areas involving investigation, prosecution, and enforcement of the Leadership Code Act.
Her arrival comes at a time when the public is demanding stronger and more visible actions against corruption — a vice that continues to plague many levels of public service in Uganda.
The End of Kamya’s Eventful Tenure
Justice Naluzze steps into a position previously held by **Hon. Beti Kamya, who was appointed in July 2021. Kamya, a former cabinet minister and long-time political figure, brought a strong personality to the IGG’s office and launched several high-profile initiatives during her tenure.
One of the most notable was the “Expose the Corrupt” campaign, which encouraged citizens to become whistleblowers and active participants in the anti-graft fight. She also focused on tightening compliance with the Leadership Code, particularly targeting officials with questionable wealth declarations and unexplained assets.

Though her leadership was sometimes met with skepticism — given her political history and perceived alignment with the ruling establishment — Kamya managed to raise the visibility of the Inspectorate and stir public conversation around corruption and accountability.
A Defining Moment for the IGG’s Office
The appointment of Justice Naluzze comes at a critical juncture for the IG. With rising public expectations, increasing demand for transparency, and heightened scrutiny of public expenditures, her role will be under constant watch.
This transition also reflects a broader strategic focus by President Museveni’s government to strengthen institutions of integrity, especially at a time when trust in public offices is under pressure due to persistent allegations of corruption, misuse of funds, and impunity.
Analysts believe that bringing in a judicial figure may help reinforce legal rigor in the Inspectorate’s operations and improve public confidence in its independence and effectiveness.
As Parliament prepares to vet the new IGG, the nation waits with anticipation to see whether Justice Naluzze’s tenure will deliver a renewed and reinvigorated anti-corruption agenda — one that is proactive, transparent, and truly accountable to the people.
